Place rice in a bowl, add
enough water to cover and soak for 1 hour.

Drain well and dry on
absorbent kitchen paper.

Mix together beef, spring
onions, garlic, soy sauce, Cherry and corn flour to form a firm mixture.

Divide into 16 portions and
shape into 4 cm diameter patties.

Press each patty into rice to
coat on both sides.

Bring a wok or large saucepan
of eater to the boil.

arrange patties on a layer of
greaseproof paper in a steamer, making sure they don't overlap - you will
probably need 2 steamers.

Place over water, cover and
steam for 20 minutes.

To make dip, mix together dry
Cherry, soy sauce, sugar and garlic.

Serve dip with parties.
